Marine Pollutants: Small-Package Review

A customer may ask whether small bottles can travel as general cargo. Before discussing a rate, separate three questions: what the product is, which provisions apply to its packaging, and what the proposed service will accept.

Short Answer

Marine-pollutant small-package provisions are conditional. Review the actual classification, other hazards, packaging arrangement and applicable edition before deciding what relief is available. Do not confuse these provisions with limited quantities or assume that a smaller bottle removes all dangerous goods requirements. Confirm the documented basis and carrier acceptance before dispatch.

Classification, packing and acceptance remain subject to the current edition of applicable regulations, carrier review and port requirements. Confirm before shipment.

Start with the hazards, not the bottle size

A fragrance, chemical additive or other mixture cannot be assessed solely from its commercial name. Collect product-specific transport information and resolve any discrepancy between the SDS and the goods being shipped.

The practical question is whether environmental hazards are the only relevant transport hazards or whether other hazards also apply. Ask for the basis of that conclusion; do not turn an environmental label into a complete classification.

Check the edition before relying on an exception

The UK Maritime and Coastguard Agency’s summary of IMDG 42-24 identifies changes to the marine-pollutant small-package provisions. This is a reason to recheck an old article or shipping precedent rather than reuse its conclusion without the current conditions.

Record the applicable provision, the product entry and the packaging facts used for the assessment. This guide deliberately does not offer a stand-alone volume threshold: a number without its scope would answer the wrong question. The linked UK summary is background, not Shanghai shipment approval.

Describe the inner package and the shipment separately

For an initial enquiry, give the quantity in each inner receptacle, the number and type of receptacles in each outer package, and the total package count. Identify whether the quantity is in litres or kilograms. A carton count alone leaves the packaging arrangement unclear.

Also provide gross weight and volume for freight planning, plus photographs and available packaging information. Keep commercial freight data separate from the facts supporting any exception; neither list replaces the other.

Small-package relief is not the same as limited quantities

Limited quantities and marine-pollutant small-package provisions are different routes for assessment. Do not use one term as shorthand for the other, or choose marks and documents from a previous shipment simply because the bottles look similar.

Ask the reviewer to state what treatment applies, which conditions support it and what requirements remain. Even after that review, the actual carrier and route need acceptance confirmation; a website explanation is not a booking release.

Bring the proposed change into the enquiry

If the plan is to replace drums with smaller packs, send both the original and proposed arrangements. Ask for a comparison of packaging work, supporting evidence, service availability and total logistics cost before committing to the change.

My role is to coordinate the preliminary plan and unresolved questions; operations colleagues follow bookings, documents and milestones. Start with the SDS, packaging breakdown, Shanghai origin and destination. We can then distinguish a product-information issue from a service-acceptance issue.

What a review is not

A carrier review is an assessment against that carrier's own current requirements, made by the carrier. It is not a guarantee, and it is not something a forwarder can convert into one. What we can do is make the submission accurate and complete, and tell you early when something will not work.

Sources and scope

These official references provide background, not a complete shipment checklist or acceptance approval. US guidance from PHMSA or OSHA does not replace Shanghai export requirements. Confirm the applicable rules and carrier requirements for the actual shipment.

Common questions

Can a small bottle automatically travel as general cargo?
No. Packaging size alone does not establish classification, the scope of an exception or carrier acceptance.
Does marine pollutant mean Class 9 in every case?
Do not infer the full classification from that description alone. Check the product-specific entry and other relevant hazards.
Are limited quantities and small-package provisions interchangeable?
No. Establish the applicable route and its conditions before deciding on marks, documents and booking treatment.
What if I only know the total carton weight?
Supply the inner-package quantities and outer-package arrangement as well. Total weight remains useful for freight planning but does not describe each receptacle.
Can I reuse an assessment from an earlier shipment?
Check the product, packaging, rule edition and service conditions for changes. Keep the basis traceable rather than assuming the earlier conclusion still applies.
Should I repack before requesting a quote?
Discuss the proposed arrangement first. Repacking can change the handling work, documentation and available service; compare the complete plan before dispatch.
