China DG Export: Packaging, Maritime and Customs
“We have the dangerous goods certificate” is not yet a usable handover. Which document, for which goods and packaging, and which part of the export process does it support? Clarifying that early makes the next steps easier to plan.

Short Answer
For a Shanghai export enquiry, separate packaging performance and use-appraisal documents, maritime dangerous goods procedures, carrier acceptance and customs declaration. Each has a different purpose. A completed packaging document does not by itself establish customs release or permission to load. Confirm the applicable documents, responsible parties and actual status for this shipment.
Classification, packing and acceptance remain subject to the current edition of applicable regulations, carrier review and port requirements. Confirm before shipment.
What does the customer mean by packaging papers?
China Customs lists export dangerous goods packaging performance inspection and packaging use appraisal as separate services. Ask for the precise document title rather than treating the Chinese shorthand “weibao” as one universal certificate.
Performance evidence concerns the packaging; use appraisal concerns its use for the export dangerous goods. Check the scope and correspondence of the actual documents. A UN mark on a drum, a performance document and a use-appraisal result are not interchangeable evidence.
For the first review, send the available documents with the actual packaging description and relevant photographs. Where a different arrangement or exception is proposed, state its basis for review instead of assuming every cargo follows the same paperwork route.
How are maritime DG procedures different from carrier review?
The Shanghai Maritime Safety Administration publishes requirements for vessel carriage of dangerous goods, including cargo information and vessel-related declaration/reporting arrangements. In conversation, “DG declaration” can refer to different steps; identify the exact submission and the party handling it.
The carrier reviews acceptance on the proposed service. Its DG Form / DGF / MDGF is a booking-stage application or declaration, not proof of completed Shanghai maritime filings. We can supply the carrier template and assist with accurate shipment information; confirmation and signatures still follow the actual template. Keep each response and submission status separate.
For the Shanghai DG shipments I handle, operations colleagues coordinate the applicable maritime and ship-agent filings after space is arranged, then follow up on the resulting records. Completed filing records are not required for the first enquiry.
A shipper’s dangerous goods transport declaration is not the same as the record resulting from a Shanghai maritime filing. Confirm the information provider, signing party and submission stage for each. A booking request does not establish that the maritime filing is complete.
What does export customs declaration cover?
Customs declaration reports the export goods to Customs with the relevant declaration data and supporting documents. It is distinct from the maritime and carrier processes, even though they use some of the same shipment facts.
Do not treat a maritime response as customs release, or customs release as proof that every loading condition has been satisfied. Likewise, an HS code used for customs purposes does not replace the UN information used to describe dangerous goods for transport.
For an overseas agent, ask the origin team to identify the customs contact, documentation gaps and actual status. Avoid compressing several outstanding tasks into the single phrase “China clearance arranged.”
Which shared facts should be checked together?
Create one controlled shipment summary: product identity, applicable transport description, packaging type, package count and correctly identified weights. Link supporting files to that summary, including explanations where trade names differ legitimately.
Separate the commercial packing list from a container packing certificate: the former describes the shipment’s contents, while the latter concerns the container-packing operation. Similar English names do not make them substitutes.
When quantity, packaging or routing changes, identify affected documents and ask the responsible parties what needs correction. Do not alter a supplier’s technical conclusion merely to make the forms agree.
How do we turn the document list into a workable handover?
I handle the preliminary plan and coordination of key questions; operations colleagues follow daily bookings, documents and milestone feedback. That division helps keep commercial decisions and operational follow-up connected without implying that we sign every party’s declarations.
Use a working list with the document/process, information provider, confirming party, submitting party, actual deadline and latest response. Show “not supplied”, “under review” and “confirmed” separately; agree dependencies for this shipment rather than imposing a universal sequence.
In my Shanghai operations, the DG declaration cut-off is typically 3–4 working days before scheduled departure, usually earlier than the cut-off used for general cargo. This is a practical planning reference, not a universal statutory deadline. Confirm the notice for the actual shipment with the ship agent and filing operator, especially around holidays or schedule changes.
The terminal handling the vessel’s actual Shanghai call processes DG gate-in or direct-to-vessel requests against its confirmed berthing plan. In my operations, these windows are generally later than general-cargo receiving and closer to berthing. Dispatch against the terminal-confirmed receiving or direct-loading time. The declaration cut-off is not a delivery window, and a completed filing does not itself authorise immediate gate-in.
Start an enquiry with the product and SDS, available packaging papers, package count, weight, volume, origin, destination and desired departure window. Internal documents stay in the private shipment file; the published exhibition-car case deliberately does not expose them.
What a review is not
A carrier review is an assessment against that carrier's own current requirements, made by the carrier. It is not a guarantee, and it is not something a forwarder can convert into one. What we can do is make the submission accurate and complete, and tell you early when something will not work.
Sources and scope
These official references provide background, not a complete shipment checklist or acceptance approval. US guidance from PHMSA or OSHA does not replace Shanghai export requirements. Confirm the applicable rules and carrier requirements for the actual shipment.

- SIPG — Export terminal acceptance and approved receiving times (not a universal filing deadline)
- UK MCA — Transport declarations and packing certificates (document roles, not Shanghai filing procedure)

How do cargo filing and packing feed into vessel filing?
This describes the Shanghai DG FCL work I coordinate. Cargo filing can start when its required information is ready. Actual packing and inspection produce a separate set of records; both streams feed into the vessel-filing handover.
Document stream: cargo declaration
With accurate packaging use-appraisal papers, the packaging technical statement and other applicable information ready, coordinate the cargo declaration to the maritime authority and track its response. Packing need not always be complete first. Check the response status; receipt alone is not approval to ship.
Site stream: actual packing and inspection
Confirm the factory or warehouse inspector and system registration and reporting arrangements; where factory conditions are missing, agree warehouse restuffing. The inspector attends actual packing; record and submit before/during/after photos, sign after satisfactory inspection and coordinate EDI. The certificate reflects actual work, is not signed before packing and is not the commercial packing list.
Bring both streams together for the ship agent
The cargo-declaration response, container number, packing photos, electronic container packing certificate and other applicable records feed into vessel filing by the actual ship-agent deadline. The local shorthand “warehouse information” refers here to packing-certificate data, not a warehouse receiving note.
Coordinate shipping instructions, manifest, customs, VGM and terminal plans alongside this work. Track customs release, terminal release, stowage allocation, actual loading and departure separately. These statuses are not interchangeable, nor do all these tasks start only after vessel filing.
Allow time for responses, corrections and packing. A 24-hour response and allocation 2–3 days before the filing cut-off are planning references from my work, not official completion promises or a minimum timetable every shipment can meet.
Check factory inspection, restuffing and reporting conditions →Packing-record background: Shanghai MSA’s 2021 packing-certificate explanation. This explains the relationship between inspection and records; the historical notice does not replace current shipment-specific procedures.
Common questions
- Is a packaging performance document the same as use appraisal?
- No. China Customs lists them separately. Identify the actual document and check whether it covers the relevant packaging and goods.
- Does a UN mark on the packaging replace the paperwork?
- Do not assume so. Match the packaging with its supporting evidence and establish the shipment-specific requirements.
- Does customs release mean the carrier must load the goods?
- No. Track customs, maritime procedures and carrier acceptance separately, together with any remaining loading conditions.
- Do I need completed DG filing records for the first enquiry?
- No. Start with the actual cargo, SDS, packaging, quantities, destination and available evidence. Operations colleagues coordinate later Shanghai filings after space is arranged. Any shipper confirmation or signature is identified separately; a transport declaration is not a maritime filing result.
- Does the forwarder sign every declaration?
- No blanket assumption is appropriate. Agree who provides, confirms, signs and submits each document within the actual arrangement.
- Is there one filing deadline for every Shanghai shipment?
- In my Shanghai operations, the DG declaration cut-off is typically 3–4 working days before scheduled departure, usually earlier than the cut-off used for general cargo. This is a practical planning reference, not a universal statutory deadline. Confirm the notice for the actual shipment with the ship agent and filing operator, especially around holidays or schedule changes.
