General Cargo LCL from Shanghai
General cargo LCL consolidation from Shanghai for non-dangerous cargo. This is where my career started, and the rules here are simpler but easier to get wrong on price.
The short version
General cargo LCL from this port is charged on the greater of volume and weight, and the cargo has to be received and grouped before the container is loaded.
- Chargeable Weight
- Consolidation

What does this service actually cover?
General cargo LCL is charged on a revenue tonne basis — the greater of the volume in cubic metres and the weight in tonnes. The rule is simple, but it is the source of most misunderstandings on an LCL quote.
Some trade lanes also apply a minimum chargeable quantity, so a small shipment can be charged as if it were larger than it is. Compare the full origin, ocean and destination charges and exclusions for the same service scope; do not infer the total from the ocean line item.
I started in general cargo LCL operations in 2008. That is why I can tell you which part of a quote is the rate and which part is the mechanism behind it.
What cargo do you consolidate?
- Chargeable Weight
- LCL is charged on the greater of volume and weight.
- Consolidation
- Cargo shipped as a share of a container with other consignments.
What does the service cover?
- Booking
- DG document coordination, where applicable
- DG filings, where applicable and commissioned
- Export customs within the agreed scope
- Trucking, if commissioned
- Partner warehousing, if commissioned
- Container loading and securing
- Shipping line coordination
How does a shipment actually move?
These are coordination stages, not a rule that every activity waits for the previous one. Documents, loading and customs may progress in parallel.
Cargo details and measurement
Package count, dimensions, gross weight and volume. Accurate measurement matters more than people expect, because it drives the chargeable weight directly.
Rate basis confirmation
Confirm whether the rate is per revenue tonne, per w/m, or subject to a minimum, and which basis applies on the specific trade lane.
Booking and cargo receiving
Booking with the carrier or consolidator, cargo receiving at the warehouse, and a loading plan that keeps the weight distribution workable.
Loading and documentation
Container loading, export documentation, VGM filing and sealing.
Sailing confirmation
Track actual vessel departure separately from planned ETD. Handle bill of lading issuance and destination handover according to the agreed scope and carrier process.
What information and documents should we prepare?
What documents does general cargo LCL need?
- Commercial invoiceRequired
- Packing listRequired
With accurate dimensions — this drives the chargeable volume.
- Existing booking referenceConditional
If you already have a booking; not a prerequisite for the first enquiry.
- Bill of lading instructionsConditional
Prepare for the agreed documentation stage and confirm the relevant cut-off.
- Accurate consignment gross weightRequired
For LCL, consignment weight is not the packed-container VGM. Confirm who obtains and submits the container VGM within the consolidation arrangement.
- Certificate of originConditional
When required by the destination or the trade agreement.
Not sure what you need?
What is different about this port?
Cut-off discipline matters more with LCL
LCL cargo has to be received, grouped and loaded as part of a shared container. Missing the cargo receiving window means missing the sailing, regardless of how early the booking was made.
Measure before you quote
An estimate that turns out to be short on volume means a revised chargeable weight later. It is worth measuring the packed cartons rather than the goods.
Questions I get asked most often
- How is LCL freight charged?
- Normally on a revenue tonne basis: the greater of volume in cubic metres and weight in tonnes. Some lanes apply a minimum chargeable quantity, and some are quoted on a weight or measure basis instead. The basis needs confirming per trade lane.
- What is a minimum chargeable quantity?
- Some trade lanes charge a minimum volume regardless of the actual cargo size. A small shipment can therefore be billed as a larger one. It is worth asking whether the rate you have been quoted includes it.
- Why is one LCL quote sometimes much lower than another?
- Compare the same route, chargeable quantity, origin and destination charges, minimums and exclusions. A low ocean rate alone does not establish a lower total.
- How early should I book an LCL shipment?
- Earlier than most people expect, because the cargo has to be received and grouped before the container is loaded. If your cargo is time-sensitive, tell me the required arrival date and I will work backwards on the cut-offs.
- Can you handle general cargo and dangerous goods for the same customer?
- Yes, and separating the two operations is often the cleaner approach. Dangerous cargo carries documentation and segregation constraints that make mixing it with a general cargo LCL consolidation unnecessarily complicated.
Before you book
Classification, packing and acceptance remain subject to the current edition of applicable regulations, carrier review and port requirements. Final dangerous goods acceptance is made by the carrier after document review — submitting a request through this website is a preliminary assessment, not a booking confirmation.
Tell me your UN number and destination
Cargo name, UN number if you have it, quantity, packaging and destination port. If the classification is unclear, say so and send the MSDS.
